The Douglas County Sheriff's Department is located in the City of Superior, WI., on the western tip of Lake
Superior. In 2003, the County and City offices moved into their new home, the $44 million Government
Center, which also houses the 232 bed Douglas County Jail.

Douglas County has a population of approximately 44, 000 people, which increases to approximately
60,000 during the summer months, with people residing at their summer cottages. Douglas County covers
1,342 square miles and has hundreds of miles of streams and rivers, including the Brule River, the "River
of Presidents". There are also hundreds of inland lakes and several miles of shoreline adjacent to the
largest freshwater lake in the world, Lake Superior, which the Sheriff's Department has jurisdiction over.

The Sheriff of Douglas County is Thomas Dalbec, who took office in January 2003 with his term expiring in
January 2007. Chief Deputy Charlie Law is the second in the line of succession, which is an appointed
position. The Jail Administrator, Captain Fred Linder, is the third person in the chain of command. The
Office Business Manager, Mary Drobot, oversees the support staff on the department as well. The Douglas
County Sheriff's Department is divided into two divisions, Patrol and Jail.

The Patrol Division is overseen by the Lieutenant of Patrol Operations, which currently is Gary
Gulbrandson. Under the Lieutenants' supervision is a Detective Sergeant and four Patrol Sergeants. The
Detective Sergeant oversees four staff, while the four Patrol Sergeants oversees the remaining twenty-one
deputies. There are four support staff positions within the Patrol Division.

The Jail Division is overseen by the Lieutenant of Jail Operations, which currently is Julie Ruikka. Under
the Lieutenants' supervision is six Jail Sergeants, a Programming Coordinator and a Huber/Electronic
Monitoring Officer. The six Jail Sergeants oversee 39 Jail Officers and there are two positions that make-up
the support for the jail.

In all total, the Douglas County Sheriff's Department employs 85 full-time positions, 6 part-time positions
and has a 19 person volunteer search and rescue squad.

In 2004, the Patrol Division made approximately 500 arrests, wrote 1600 citations, served over 1,000
warrants and served 2,000 civil process papers. The Patrol Division operates on an annual budget of $2.9
million (2005). The Jail division had over 3,800 admissions from October 2003 thru September 2004 and
operates on an annual budget of $2.9 million (2005) as well.
